Media Release: Pegasus Health partners with Paenga Kupenga to strengthen general practice ownership

Last Updated: 16 October 2025

Pegasus Health is partnering with Paenga Kupenga (representing Ngāi Tūāhūriri Rūnanga) to purchase additional general practices in Waitaha Canterbury. The partnership is part of a broader social investment strategy for Pegasus to support sustainable and quality general practice and improve community wellbeing in Waitaha.

The move builds on Pegasus’ joint ownership with mana whenua of Lincoln Medical Centre and supports locally led, community-based models of care.

Chief Executive Kim Sinclair-Morris says the partnership responds to pressures on general practice, including workforce shortages, an ageing ownership base, rising patient complexity, and increased corporate ownership.

“As a charity, Pegasus reinvests surpluses to improve health outcomes in our community,” she says. “Through this partnership, we’re protecting local decision-making, maintaining continuity for patients, and keeping value in the community, not with shareholders.”

The partnership is based on an ownership model that promotes shared decision-making and local accountability. It is funded through returns from Pegasus’ commercial ventures and partnerships and operates separately from PHO funding and activities.

Practices owned through the partnership will have governance and management structures independent of Pegasus.

This next step in Pegasus’ social investment strategy sits alongside initiatives such as HealthOne, the N4 Health Accelerator, Whakarongorau Aotearoa, and Practice Plus, all focused on strengthening general practice and improving outcomes for the Waitaha community.
